Access of document not recorded in History

I have sent my document from Adobe Reader as usual. However, the other party has created their EchoSign account and accessed the document via their account instead of clicking on a link in email. They confirmed that they have the document, but the History of my document does not show that they accessed / downloaded it.

Is that a bug please or is there some setting which I can enable so that access to the documents I sent is recorded in my History regardless of a way how the other party will access it? Thanks!
