Accountants Sending Password protected PDFs thru Docusign

My client wants to protect their SIN (SSN) and doesn't trust email security. 

I tried to Password Protect document, then attempted to send for eSIGN however when I select FILL & SIGN, the REQUEST SIGNATURES is ghosted and will not allow further action (enter email and show fields to sign) to SEND.
