Administrator without being a User

Is it possible to be an Adobe Sign Administrator without being a licensed user? I don't have a need for Acrobat Pro or Sign, but I do admin and manage the licenses and contracts for the Adobe products. I do not have access to the Admin features in Sign--it redirects me to start a free Trial.

There are different types of licenses/subscriptions availabe for Adobe Sign only (Acrobat not included). The Adobe Sales Team, will get you the correct license based on your business requirement and use case.

Also, when you get a license of a product in your name, you by default become the Admin. You can make other people as users and mark a few of them as admin as well.

Well as you say, it redirects you to a free trial, which means you do not have a developer/enterprise Adobe Sign account created on your name /email id. 
You can create a developer account that is free of cost and you can get to know the Adobe Sign features.
