Adobe Acrobat Sign - Classic authoring vs New Authoring

Question

Adobe Acrobat Sign automatically chosses between Classic authoring vs New Authoring and at times disables 'Switch to New Authoring' option. What is the exact criteria based on which this decision is being taken. We need to guide our users on it so that they understand why Swithcing to New Authoring is not allowed.
