Adobe Sign API Unavailable

I need to give a third party an api url and an api access token so that they can integrate with our Adobe Sign, however, the Adobe Sign api appears unavailable to me despite my being an admin on the account with the Acrobat and Adobe Sign licenses.  I would be grateful is someone could point out what I'm missing.
