Adobe Sign Business

Hello

I have a query, an Adobe Sign was purchased for transactions (1000), this means that I only have one user to manage this account? If I want to add more users, it sends me to the VIP Console, but here I only have a quota of one user, if I add more, it tells me that I exceeded the quota.

I do not know if it works the same as Connect, that I must buy several named users to be able to manage or perhaps we did something wrong with this purchase.

Anyone know that I may be doing wrong, in the purchase or in the administration.
