Adobe Sign Creating Goup Issues

We are trying to create a shareable template within Adobe Sign. However, under the Account tab, there is now "Group" on the side menu to perform this task. We feel we have granted Adobe Sign Admin rights to do so, but with no luck. Any help would be welcomed. Thanks!
