Adobe Sign Developer Account - Permission to Delete Agreements

In my developer account, I do not see the 'agreement_retention' scope to add to my application. I want to be able to test deleting an agreement. Is this an available feature that I can enable somehow for my developer account, or is it only available for paid accounts?  If I try it right now, I get an error 'PERMISSION_DENIED, message - The API caller does not have the permission to execute this operation'
