Adobe Sign for Salesforce - unable to prevent users from uploading attachments

I want to selectively restrict users from being able to upload an attachment , and have selected the setting in the admin panel for the specific group (using the group settings ) . The option continues to appear on the page.( see attached image) I have managed to restrict deleting the Conga-generated agreement)  so I know at least some of the settings are working.  I know the attachment setting requires at least one selsction , but I specifically want to remove the "local files" option.  No setting seems to remove the Upload file button on the VF Page.   Any thoughts?
