(adobe sign) user management new joiner with previously register email

Hi, a user with email address example:john.smith@companyA.com resign and our IT have their adobe product removed in admin consol. The account status remain active.

When there is a new jonier come in with the same email address john.smith@companyA.com and our admin reasign the product to the prevously used email adress. will the new joiner able to see all history and files done by the ex-staff that using john.smith@companyA.com ?
