Agreement limit for developer account

I'm a developer working on an integration with our web application.  I've been creating agreements to test the placement of fields on a document and just received an email stating that I have reached a "Page Limit."  I'm unable to continue development because the agreements are now coming back as cancelled.  How is it possible to develop and test an integration with Adobe Sign if my developer account is limited?  I assumed (like most APIs I've worked with) that I would have unlimited access in a sandbox environment until my application went live.  Is that not the case?
