API Limits

I didn't find any topics about this so I decided to create one.

With regards to https://helpx.adobe.com/sign/using/transaction-limits.html, I have an Adobe Sign application that integrates with the accounts of other users with paid licenses. Are those users' transaction limits tied to my account's limits or are their transaction limits tied to their own accounts? In other words, does every user have a different transaction limit because they are using their own Adobe Sign accounts (assuming every user belongs to a different company)?
