Beginner - seeking to learn if it's possible to have a "conditional" signer

I have a situation with a Performance Evaluation here I need separate signature fields indicating review for both a "Reviewer" and a "Department Head." 

 

Most of the time, the Department Head is a different person. But sometimes the Reviewer is also the Department Head, so that field would not be needed.

 

I can't put the "Department Head" field last because - if needed - that signature would have to occur BEFORE the final two signatures (HR Director and Executive Director).

 

The way I understand Adobe Sign, this doesn't seem possible.. you can only enter the email addresses in the order that you want the document signed. But you can't alter it so that one could be "skipped" depending on the situation. Correct? Making zero sense?

As I understand, you wish to create the form in a way that the signature to be applied or skipped on the basis of a situation.

That can be done using the Workflows feature in Adobe Sign. However, this feature is available only with the enterpsie level service plan.
