Calling libraryDocuments resource via http and keep getting this error: message:"Resource not found",code:"NOT_FOUND".......can anybody tell me what is going on?

The rest request was /libraryDocuments and 'Not_Found' was the code that was returned with error message 'resource not found'. I am using rest v5, programming language is ColdFusion. Making the call with cfhttp. I have set up a developers account and am not sure if I need my app to be certified in order to make the http calls.
