Can a signer refuse to sign one field in a document but sign the others?

Would like to inform that if the Signature fields are placed in the document & they are not set as required fields then in that case signer can skip any page & place signatures in the fields on other pages .

But if the fields are mandatory to place signature, then signer can not refuse .
