Can I create a PDF with Digital Signature for a single user (i.e. cannot be shared)?

I work for an non-profit organisation that provides hard copy information for its Members but we are facing calls to produce this online. An app is way to expensive for us to develop, but unfortunately, if we provide a simple PDF file, they will share it with non-Members and we will lose the revenue we gain from providing the information. Is there a way we can produce this in a PDF but assign a single certificate to each user that they are not able to share with others? Note, there are almost 5,000 members, so the workload required would be important here as well. Thanks in advance for any help or advice.
