Can I send a blank consent form to multiple email addresses?

I don't want individuals to sign a document and pass it on. I work for an organistaion that sends out a form to multiple families that they sign individually and send back. For confidentiality, they cannot see each other's details.

Can I send out a document to multiple email addresses at once, for each person to fill and sign and submit separately, independent of each other?
