Can someone sign without having Adobe Sign license?

Is it necessary to for a signer to purchase an Adobe Sign license?

By this I mean this signer does not need to make or send a document to be signed, they only want to have to sign transactions given to them.

how does  Adobe Sign per-transaction license work?
