Cannot get developer account in UK now that I already have a user account

Title says it all :

Can not get developer account in UK now that I already have a user account..

I signed up as for free user trial and then realised I wanted a developer a/c - but I just get redirected in circles, new web pages opening all over the place - seems like 2008...

Any ideas?

Right - I then tried to sign up with a different email but the stupid system decided it was the same person - so I now have two accounts that both go to the same place.

I can't get to the REST API samples.
