Cannot read the Certificate - Grey'd out

I received an eSigned document and in validateing the certificate/signature, it is greye'd out under Policy Restrictions. It appears to have an error that says "Invalid policy constraint". Does this mean that the Cert is no longer valid? or that the sender has blocked me from viewing the Cert Policies?
