cant assign products to new user in Adobe sign

I paid a 1 year license to Adobe Sign today and added one user, completed ok. Now when I try to add products for that user I get message "Adobe Sign for Small Business  - no licenses left" 

I did not create a Group as I only have myself and this added user regsitered with Adobe.

Why won't it let me assign products having paid £206 !!!
