Certified document trust and JavaScript

We have disabled JavaScript on our systems for security reasons. However we have a few use cases where we need to use it. I followed this guide to configure everything:

Certificate trust chain is in place and everything trusted. After that I signed a document and opened it but JavaScript is still disabled.

 

Do you have an idea what could be the problem and how to troubleshoot this?

I found out that JavaScript cannot be enabled on signed documents if it's globally disabled in settings.

Unfortunately Adobe nowhere explicitely points this out...

Did nobody disable JavaScript and rely on signed documents to have this feature enabled?
