I also had this issue and the Adobe informationis incorrect and out of date. Googling came back empty handed as well. I did work out how to do it myself though.

1/. Start a sign process as normal using the template you want to clone

2/. Add a recipient.

3/. Click Preview & add fields.

4/. Click Save when in the authoring window

5/. Go back to the Adobe Sign "Manage" page.

6/. Click on "Draft".

7/. Click on the draft e-sign document you just saved.

8/. On the right-hand side of the page, click "Create Template"

9/. Give it a appropriate name and adjust the template type and permissions as required.

10/. Click Preview & add fields.

11/. Edit the template to suit you needs

12/. Save

 

You have successfully created / duplicated a template.

In the new experience, you can click on the Save button on the Send page. Check if that helps. 

Please check the screenshot for reference.
