We want to use an existing PDF form which the user can then fill in but then we also need them to sign it, is this possible?

If so, is the process laborious?

That depends upon the form, what has to be put in it, and how you want it to look. Filling in pdf forms and signing them is the reason that Adobe Sign exists. I use Acrobat Pro to design to help create my more difficult forms that I want to look just right. If you just have a few form fields then Adobe Sign is sufficient. If you need to make sure the form fields to have special attributes then you want more than just Adobe Sign. Do you have a license for Adobe Acrobat Standard or Pro? Most of the people I work with use Adobe Sign without Acrobat.
