Default Adobe Sign Authentication and users without license

Our Adobe Sign account configuration has by default authentication company users using Adobe Sign before they sign a document.

Company users who are not licenseed still have rights to sign documents without Adobe Sign authentication (using email auth).

How to disable company users without licenses to sign documents?
