Delegate Option not visible

Hello,
We have recently launched AdobeSign in our company and we are struggling with reoccuring problem, that makes the signing process for us and our customers difficult.
We would like our customers to have an option to either sign or delegate agreements for signatures, as we don't always know who the correct signatory is. We don't want to assign them a "delegator" role, as this one doesn't allow to sign if they are actually the signatories. We're aware of two options for delegating for signature (one in email as per attached scheenshot, second in options inside of the agreement), but many of our customers complain that they do not have those options at all, and as such, they cannot delegate agreements.
As a result cancel agreements, then re-upload and resend again to right signatories , which is a bit of struggle and not a cost-effective way.
We're also aware of the option to replace signers in the settings, but we feel it is still a workaround, and not ideal as it adds extra admin time (customer to contact us, our admin to update and so on).
We've looked everywhere possible but can't find any answers to this issue. I would be grateful for some advice!
