Downloading Adobe reader or Adobe Acrobat for Digital Signatures via Smart Cards

Can someone explain why I have to download either Adobe Reader or Adobe Acrobat to digitally sign something with a digital certificate via my smart card? Why can't I do the entire process in the web browser and not download Reader/Acrobat? Thanks

It depends on the settings set by the sender of the document.

Please check with the sender about the settings set for a digital signature on their end.
