"Enable All" or "Personalize" - Every single time I move screen inside Adobe Sign

Since Adobe introduced the new interface, I get the "Personalize" or "Enable All" cookie option pop-up every single time I move from one screen to another, within the programme.  You have to press one or other every single time, and it's quite a glitch. 

 

A similar, more longstanding problem with Adobe Sign is that, when you're on the second/final screen for sending a document, it's impossible to use the scroll down arrow on the document itself, because Adobe Sign blocks it behind some big square (which, from memory, might relate to cookies again).

 

Is there a setting for me to correct, or can these glitches be remedied, please?
