Excel attachments in raw format

We have a Web Form that is collecting data, submitted as a Form Filler.  One item on the form is for submitters to attach an Excel spreadsheet.  When I download the data, agreement and attachment, the latter two (2) items come across as PDF.

We are also using webhooks to integrate with Adobe sign and want to know if the Excel attachment can be retreived in Excel format and not a PDF, to be placed on SharePoint.  Having a PDF is a no-go for us as they need to be able to manipulate/copy/paste/etc the data in the attached Excel spreadsheet.

Any tech docs, guidance, etc., would be greatly appreciated.
