Experience Cloud error of “Signing not available for the current user”

When sending agreements to a user on Salesforce Experience Cloud, the user has the ability to select "Sign" but is then prompted with the error “Signing not available for the current user”.   We are using an "On Behalf of" signer that is active and has the Adobe Community User permission set.  Any recommendations on solving this issue are appreciated.  Thank you.   (I see one post on the same topic in March 2023 and also have a long standing ticket open, but no solution yet.)
