Can I get the signer's URL after loading the document and send them a personal communication requesting their signature, rather than having the adobe sign platform send the request?

You may create a signing URL via Web Forms and send this URL to someone seperately via a personal email or chat. Refer to this guide: https://helpx.adobe.com/sign/using/web-forms.html
