Group vs Organization in Adobe Sign

I have 206 Users, 3 Groups, and 93 Templates in my library. One of my Groups has 13 Users and 5 Templates. Those 13 users only want to see their 5 templates, not all 93 templates in the library. The Group Administrator created the 5 templates and marked the template properties "Only in My Group" however those 13 Users still see all 93 templates created for the entire Organization.

Is there a way for Group Users to see only their Group Templates? Or, since a group is part of the organization, must they see templates for their Group and templates created for the entire organization?

For example, there are 3 groups -- sales, operations, and human resources -- all in the same organization ABC Corp. The sales manager makes templates for his sales group and marks the template properties "any user in my group". The operations manager makes templates for the whole organization and marks the template properties "any user in my organization". So, even though the sales group only needs the sales templates, they can see the operations manager templates because the ops manager marked them "any user in my organization. How do you create a situation where sales group sees ONLY sales templates -- not the organization templates?

I think I'm trying to say there should be a better way to set the hierarchy. Anyone agree or have suggestions?
