Help: no "Upload template to library" option on my Homepage??

All of the tutorials I see say to just click on "Upload template to library" on the Dashboard page -- they show it as one of FIVE options under "Additional functions." I only have TWO options under that -- see??

Help...??? I need to upload an updated version of an agreement, as the current ones in my template library don't seem to be editable! Thanks...
