How comes I do not have buttons for Users and Groups in my Account Dashboard?

I need to create sub-groups in my account, but I can't even start because the buttons for users and groups do not appear in my account dashboard. How can I have it so they appear?

Hi VIP,

I believe you currently hold an Individual Adobe Sign license. Only Adobe Sign Team, Business or Enterprise licenses have the ability to purchase multiple users, and can create groups.
