How do I make it so the PDF saves as a document where the signer cannot select text

How do I make it so the PDF saves as a PDF where the signer cannot select text?

As it stands they can just cut and paste the text after saving the PDF which for a number of reasons I want to avoid.

Perhaps the whole document saves as an image PDF?
