How to copy web form field conditions to another web form

Because Adobe doesn't allow you to edit web form participants once it has been published, I am looking for a way to copy the web form simply by downloading the PDF and importing the form fields (including their conditions).

I was able to accomplish this, except the conditions of the form fields were reset back to default.

There has to be a way to make a copy of my web forms, right?
