How to create a web form for others to use

I would like to be able to create a web form and have others received the completed form. In the Help article about creating a webform. it states "The web form creator always receives the completed agreement (unless settings are in place to suppress the notification).".  

I do not see an option to supress a notification for a webform. Can someone tell me how to do this?
