How to create a webform that requires two signatures and an approver.

Hello,

We would like to create a web form that will be published in our website for our customers to use. This form will be signed by the filler, but then another person (same customer) will need to sign. Once the two customers sign it, then it will be sent out to one internall staff to approve.

We will only know the internal staff who will approve, but we won't know the email of the filler and the seng signaturee. 

Does adobe sign have the capability to accomplish this?
