How to create fillable PDF to post to website for individuals to complete and sign?

I have to create fillable pdf (done) that can be posted to website or link emailed to be completed and signed (may need parent signature depending on age of participant). In adobe sign it will allow you to send to an email address. I need to have the same feature as adobe sign but without email feature.
