How to Remove Document password

I need to change the password security.  What is the procedure when you don't know the assigned password.

    The document is a copy of a Federal Tax receipt from EFTPS.  I can't imagine that there is any way I'll ever find the password from the USA federal government. Is there any other way?

      If there was a way to disable and or change the password on a document of any type without knowing the original password the use of a password would be MOOT.
