How would my user end acct get terminated? By whom?

my friend went online to sign his notarized POA and now upon retrieval of history for verification purposes why does it say now that he no longer can log into adobesign?

Look at the last page of attachment it has adobes security features on it I believe but how do I verify those number with adobe period ? Does anyone know please help?
