I am trying to create a developer account on adobe sign API, still iam not getting any email, 4 hours done already

Thank you for sharing your email address. We have checked your email address and found that it is already registered for an Acrobat Sign free account. Unfortunately, you cannot use the same email address for two different Acrobat Sign accounts.

To register for the Developer edition of Acrobat Sign, you will need to use a different email address that has not been registered before. If you'd like, you can share the new email address with us, and we can check and confirm its eligibility.

Could you please share the Adobe ID (email) that you selected to register with the Adobe Sign API account via direct/private message only, and we will get this checked internally.
