I want to use Adobe sign without downloading the PDF

At one time you could but it seems no longer.  I have Acrobat DC Standard and it is forcing some of my users to download the PDF file when it has not did so in the past.

Would you mind elaborating on the workflow a bit to understand it better?

Are you sending the document to get signatures? 

It would be helpful to share the steps you do that make the user download the PDF.
