Depending on the version of Adobe Sign you have purchased (it is available with in enterprise offering only) you could use the Delegation Role to fulfill this need. This is used when the sender does not know who the end signer will be (for example a witness).

... The delegator role is designed for workflows that require a person to make the final judgment on who the correct next person is that should sign or approve the document. This role does not replace the ad hoc option for a signer/approver to delegate their participation. Yes we use this at the moment, but being in the legal industry, ideally we would like something that is more suitable for witnessing and meeting legal requirements, which the DocuSign feature seems to do better.
