invalid_request error Getting Access Token

Hello,

I am getting the error message "Unable to authorize access because the client configuration is invalid: invalid_request"

From other posts, the problem was that the developer did not have an enterprise account.

But I work for a government agency and I believe that we have an enterprise account.

Are there other problems with our account? I am testing with "localhost" as I don't believe that this should interfere at this point.

Here is my URL:
https://secure.echosign.com/public/oauth?redirect_uri=https://localhost&response_type=code&client_id=[SECRET CODE GOES HERE]&scope=user_read:self+user_write:self+user_login:self+agreement_send:self

Any indication on what the problem is?
