Is there a way for one signer to forward to second signer to complete webform?

We have webforms that require two signatures. Is there a way for one signer to forward to second signer to complete form?  Would appreciate any thoughts... we now have incomplete requied forms from hundreds off Members. It's only going to get worse until we come up with a solution.
