Is there an API for "Send in Bulk"

I'd like to to use the api to upload a document(PDF) as a template, then upload a CSV with the recipients and their details, and send the document for signatre for each of the people in the CSV. 

Basically, I'm asking is there a way to use the Send in Bulk feature via an API.
