Is this work flow possible in Adobe Sign?

Hey!!

I would like to know if the below mentioned work flow is possible in Adobe Sign?

1.  User #1 receives a document for review (Approve/Reject, but NOT sign). An optional editable field ABC was left blank.
2.  User #2 receives the document for signature. The field ABC has no value and is still editable at this step. User#2 provides value for ABC field and signs the document.
3.  User #1 receives the document for signature without any editable fields and signs the doc.

Any help would be much appreciated!!
