Logging in to Adobe Sign takes me to Document Cloud

I'm a Creative Cloud subscriber.  I'm trying to use Adobe Sign in an application I'm building.  I'm going through the documentation and I hit snags right out of the gate.  The documentation (Documentation ) tells me to create a Developer Account to get started.  I try, but it won't let me since I already have an account.  Instead I log in.

Next, the second page of the documentation (Documentation)​ tells me to create an application.  Step 1:  Log into Adobe Sign and click the API tab.

However, when I click on this, I'm taken to Adobe Document Cloud.  The page looks nothing like the screenshot.  I'm not finding an API tab or anything specifically related to Adobe Sign.

How can I log into Adobe Sign and not be taken to Adobe Document Cloud?
