Mandatory Mobile Signature Enables

Somehow mandatory mobile signatures has been enabled and we cannot turn it off. We cant even find where to turn it off. There is no feature on the admin console nor anywhere esle. Customer Support doesnt seem to know how this happened or how/where to fix it. 

Although I googled how to disable the feature in Adobe Sign. The steps being shown online dont match up with what I see in my account.  The support folks are completely useless.

Many signers do not wish to enter their phoen numbers and a refusing to sign documents. HELP!
